PERSISTEN LOS PROBLEMAS DE SUMINISTRO DE AGUA POTABLE.

Nuevamente sufrimos cortes de suministro de agua, casi tres días sin este suministro básico, sin avisar, y nadie toma cartas en este asunto. ¿Donde está la "supuesta" comunidad?¿Sólo se preocupa de recaudar?.

Esta  urbanización es una indecencia, y las personas que nos arrastran a esta situación unos indecentes.

Una urbanización en la que son constantes los cortes de suministro de agua, en verano por que no llueve y en invierno por que llueve mucho, constantes son también los cortes de suministro de luz, cuando llueve o hace mucho viento, se producen micro-cortes continuados. No hay saneamiento, no hay acerados, ni alumbrado público, no hay calles asfaltadas en muchos casos.... Sin embargo se pagan impuestos a precio de "urbano" , unos 1.600 euros de media por vivienda aislada, y para colmo unos cuantos propietarios que dicen ser una comunidad pretenden cobrar un canon revolucionario fuera de todo orden jurídico y urbanístico.

Estos pertinaces propietarios, obcecados en aplicar un régimen jurídico inexistente a toda la urbanización, saben de sobra que el propietario de la urbanización es el responsable de su construcción y conservación, y por ello ostentar todos los cargos de la comunidad, y aún así trasladan, por la cara, esta obligación a los propietarios de parcelas, mientras negocian entre ellos grandes cantidades de dinero y otros aspectos urbanísticos que no son de su competencia, por que para ello está el Plan General de Ordenación que es el que establece las normas en el Cuartón. 

Para los propietarios que apoyan esta "supuesta" comunidad: Seguid dándoles vuestro voto ya veréis como acaba esto.

Y¿Donde está el Ayuntamiento? Mirando para otro lado. No le interesa un pepino el Cuartón. Nunca le ha interesado, sólo para aprobarle al propietario de la urbanización nuevos desarrollos, seguir cobrando licencias de obras sin construirse las infraestructuras,  y cobrar impuestos. Todo beneficio para el propietario de la urbanización y todo el perjuicio para las arcas públicas y para los vecinos de la urbanización.

Nunca exigió al propietario de la urbanización sus obligaciones urbanísticas y ahora su dejación podría costar varios millones de euros a las arcas públicas, que deberá pagar al propietario de la urbanización a cambio de las calles y zonas verdes al ayuntamiento.

Es decir, que las calles y espacios verdes públicos, sin construir, pasarán del propietario de la urbanización al Ayuntamiento.  Por tanto ¿de donde sale esa supuesta comunidad?

Sólo esperamos que cuando eso ocurra no venga este Ayuntamiento con todas las leyes a exigirles nada a los propietarios de parcelas, por que no lo vamos a consentir. Ya estamos pagando desde hace 30 años impuestos "urbanos" que no se corresponden con los servicios que se reciben.

Again we suffer cuts in water supply, almost for three days without this basic supply, without warning, and nobody takes action in this matter.

Where is the "supposed" COMMUNIDAD? Is that (communidad) only interested about asking for fees?

This urbanization is an indecency, and the persons who drag us into this situation are indecent.

An urbanization in which the water supply cuts are constant, in summer because it does not rain and in winter because it rains a lot, where constant blackouts occur, when it rains or is very windy, and micro-dropouts are frequent.

There is no sanitation, no sidewalks, no street lighting, no paved streets in many parts .... Nevertheless, taxes are paid at the price of "urbano", around 1,600 Euros on average for detached houses, and on top of that, a few people claiming to be the “communidad” intend to charge a revolutionary canon out of all legal and urban order

These persistent persons, obstinate in applying a non-existent legal regime to the entire urbanization, know that the owner of the urbanization is responsible for its construction and conservation, and therefore hold all the charges of the community, and still transfer, on the face, this obligation to the owners of plots, while negotiating large amounts of money and other urban aspects that are not within their competence, because for this there is the General Management Plan (Plan General de Ordenación) which is the one that sets the rules for El Cuarton.

For the owners who support this "supposed" communidad: Keep giving them your vote and you'll see how this ends.

And where is the town hall?

Looking away. They don’t give a damn. Their only interest is collecting money: Get arrangements with “developers”, approve to building licenses without talking care about the needed infrastructure and collect taxes.

All for the benefit of the developer causing damage for the public coffers and for the neighbors of the urbanization.

They (the town hall) never demanded or checked fulfillment of the urban obligations of the developer and now this failure could produce a several million Euros damage to the public coffers, which the town hall may have to pay to the developer (owner) of the urbanization in exchange for the streets and green areas.

That means: streets and public green spaces, in reality unbuilt or in substancially bad condition, will be transferred from the developer (owner) of the urbanization to the town hall. So where does that supposed “communidad” come from?

We can wait for this town hall to knock on our doors finding the needed laws to demand coverage from the owners of the parcels. But we will not consent! We have already been paying "urban taxes” for 30 years which do not correspond in any way to the services rendered.

Wir hatten wieder kein Wasser, für fast drei Tage mußten wir ohne diese Basisversorgung leben. Ohne Ankündigung, und niemand kümmert sich darum.

Wo ist denn die sogenannte “Communidad”? Tritt sie nur in Erscheinung, wenn es darum geht, Beiträge zu fordern?

Diese Urbanisation ist eine Schlamassel und die Leute, die uns in diese Situation bringen, sind schamlos.

Es ist eine Urbanisation, in der das Wasser im Sommer abgestellt wird, weil es nicht regent und im Winter, weil es viel regnet; wo stundenlange Stromausfälle „zum guten Ton“ gehören und kurzzeitige Ausfälle an der Tagesordnung sind.

Es gibt keine Kläranlage, keine Gehwege, keine Strassenbeleuchtung. In vielen Teilen nicht einmal geteerte Straßen. Nichtsdestotrotz müssen „Gemeindesteuern“ gezahlt werden auf dem Level eines Hauses in der Stadt. 1.600 EUR im schnitt zahlt man hier für ein freistehendes Haus. Und als ob das nicht genug wäre, gibt es auch noch das Ärgernis der sogenannten „Communidad“ – ein paar Leute, die meinen, anderen mit windigen Gesetzesauslegungen Geld aus der Tasche ziehen zu dürfen.

Diese aufsässigen Leute verfolgen hartnäckig ihr Ziel, die Anwendung einer nicht existierenden Rechtskonstruktion (der ANGEBLICHEN „Communidad“) gegen alle Nachbarn durchzusetzen. Dabei wissen sie, dass der Gebietentwickler rechtlich für die Herstellung UND Pflege (der Infrastruktur) zuständig ist – und nicht die Anwohner. Statt dessen übernehmen diese Leute diese Aufgaben und versuchen, die hohen Kosten auf die Anwohner umzulegen. Ferner führen sie Verhandlungen – ohne das Mandat dafür zu haben, denn es gibt klare Rechte und Pflichten, die im Bebauungsplan (Plan General de Ordenación) festgelegt sind.

An alle Nachbarn, die diese "angebliche" Communidad unterstützen: Werft Ihnen ruhig weiter Euer Geld in die Hände und wartet, wie das alles endet.

Und das Rathaus? Wo bleibt das Rathaus?

Das Rathaus schaut weg. Es gibt keinen Pfifferling auf die Einwohner von El Cuarton. Für das Rathaus ist nur wichtig, Einnahmenquellen zu erschließen: Geld für weitere Zugeständnisse an den Gebietentwickler, Einnahmen durch Baugenehmigungen ohne den nötigen Infrastrukturausbau und durch das kassieren der Steuern.

Und der ganze Vorteil für den Gebietsentwickler gaht zu Lasten der öffentlichen Kassen und der Anwohner der Urbanisation.

Das Rathaus hat nie die Einhaltung der Auflagen für die Gebietsentwicklung überprüft, entsprechend mieserabel ist der Zustand der öffentlichen Infrastruktur. Und jetzt droht ein millionenschwerer Schaden für die Stadtkasse, weil der Entwickler die marode Infrastruktur sowie Grünflächen gemäß seinem Recht an die Stadt Tarifa zurückgeben will.

Das bedeutet: Strassen und Grünflächen, in Wahrheit nie eichtig fertig gestellt und großteils in substanziell marodem Zustand, soll vom Gebietsentwickler der Urbanisation an die Stadt Tarife übertragen werden. Woher also kommt diese sogenannte „Communidad“?

Warten wir ab, ob die Stadt nicht irgendwann kommt und unter Anwendung irgendwelcher Gesetze versuchen wird, diesen Schaden auf die Anwohner in El Cuarton abzuwälzen. Dem werden wir nicht klaglos stattgeben! Wir haben bereits 30 Jahre lang „städtische Gebühren und Steuern“ bezahlt, die in keinem Verhälnis stehen zu dem, was wir als Leistungen erhalten haben.
